Pursuant to Article 12 of the Protocol establishing the Agency the Board has established two Technical Committees responsible for the Agency’s functions. The Technical Committees are responsible to recommend and advise the Board for decisions on areas of the Agency functions.
Technical Committee – Regulatory (TC – R)
Composition
The Committee membership consists of Partner States Civil Aviation Authorities’ directors of technical divisions/departments responsible for safety and/or security oversight in the areas of flight safety standards (personnel licensing, aircraft operations and airworthiness); Air navigation services (air traffic management, communication, navigation & surveillance, meteorological services, aeronautical information services and search & rescue); Aerodromes; and Aviation security. the Committee may be supported by legal experts from Partner States CAAs.
Functions
The Technical Committee is responsible for the preparation and the monitoring of comprehensive implementation programmes. The Committee is responsible to advise the Board in all technical matters presented before it for consideration.
Without prejudice to the generality of the above, the Technical Committee is responsible for:
- review of the developed harmonised operating regulations, or their amendments, which would enable the Partner States to implement ICAO SARPs in a standardised manner;
- review of the developed technical guidance, or their amendments, including implementation procedures and checklists for use of the national experts as well as the technical staff of CASSOA;
- review of the developed technical guidance to be issued by the Partner States Civil Aviation Authorities for guiding the industry in specific areas for implementation of the Regulations or bringing to their attention any safety critical information;
- establishing conducive environment for technical cooperation programme for safety oversight with Partner States and with the industry to facilitate the work of CASSOA;
- examination of the reports from Working Groups, panels and/or study groups that may have been set up by the Board and develop recommendations for the consideration of the Board;
- review of the technical and/or administrative reports of the Secretariat and preparation of recommendations to the Board;
- The Board may add to, amend or phase out the duties and responsibilities of the Technical Committee to reflect regional needs and specifically the requirements of CASSOA as it develops.
Technical Committee – Finance and Administration (TC- F&A)
Composition
The Committee shall membership consists of one senior official from each Partner State civil aviation authority responsible for human resources, finance and/or administration; provided that in forming appointing participants, the Agency shall consult to ensure balanced participation in specialties. The Committee may be supported by legal expert from each Partner State CAA.
Functions
The Technical Committee is responsible for the preparation and the monitoring of comprehensive implementation programmes. The Committee is responsible to advise the Board in all financial and administrative matters presented before it for consideration.
Without prejudice to the generality of the above, the Technical Committee is responsible for:
- Review, monitor the implementation and advise the Board accordingly, on the Annual Programme of Activities;
- Review, monitor and advise the Board accordingly, the financial performance of the Agency;
- Recommend Financial Rules and Regulations to be considered by the Board;
- Recommend Staff Rules and Regulations to be considered by the Board;
- Consider reports related to finance, human resources and administrative issues submitted by the Agency; and
- Any other related functions as may be directed by the Board.
