To facilitate the work of the Technical Committees, the Board has approved establishment of Working Groups. The working-groups are technical teams responsible for originating technical requirements based on a specific need and addressing speciality areas as may be required from time-to-time.Composition
The membership of the Working Group will be composed of technical experts in the relevant speciality with appropriate experience to originate, analyse, and formulate recommendations in that area. The technical experts may include experts from service providers as the State may decide; however, experts with the safety and security oversight obligations shall remain in-charge. The Working Group shall be supported by legal experts from the Civil Aviation Authorities and/or from the Partner States Governments.
Functions
Each Working Group will be responsible in its area of speciality and consider subject as it will be guided during convening. The Board or the Technical Committee may provide specific guidance on any additional functions to be done by a specific Working Group.
Without prejudice to this the Working Groups in technical areas will be responsible for:
- developing or recommending amendments to the harmonised operating regulations which would enable the Partner States to implement SARPs in a standardised manner;
- developing or recommending amendments to the technical guidance materials, including implementation procedures and checklists for use of the national experts as well as the technical staff of CASSOA;
- developing technical guidance materials to be issued by the Partner States Civil Aviation Authorities for guiding the industry in specific areas for implementation of the Regulations or bringing to their attention any safety critical information;
- making reports for consideration by the Technical Committee.
